After the departure of its founder-leaders after nearly forty years of service, PDS is positioning itself to move to a new stage in its development, one characterized by expansion and excellence. Under the direction of a new CEO, new headquarters and program space have opened in Industry City, Brooklyn, within a vibrant community rich with potential partners and program development opportunities. The agency is in the process of rebranding, including a name change and the launch of a new website and communications strategy. Leaders and staff at all levels of the organization are engaged in the formulation of a new strategic vision for the future. Building on a strong tradition as a residential provider and with a healthy financial outlook, PDS is poised to assemble a stronger staff infrastructure, invest in expansion and development opportunities, and grow its market share and reputation among providers of services for people with intellectual and/or developmental disabilities, and the neurodiversity services community more broadly.
To meet this moment, Program Development Services is seeking an experienced quality improvement professional to fill a Director of Quality Improvement and Compliance role. About the Role

The Director of Quality Improvement and Compliance (DQIC) is a key leadership role responsible for overseeing and advancing the quality and effectiveness of programs and services provided to individuals with intellectual and/or developmental disabilities (IDD). This role involves developing, implementing, and monitoring QI and compliance initiatives to ensure person-centered care, regulatory compliance, and a culture of continuous improvement across the organization. The Director of Quality Improvement and Compliance reports directly to the CEO.

Key Responsibilities 

  • Develop and implement a comprehensive Quality Improvement and Compliance Plan: Create a strategic plan aligned with the organization’s mission, vision, and regulatory requirements, specifically tailored to the needs of individuals with IDD.
  • Lead and facilitate quality improvement and compliance projects: Oversee and manage QI and compliance projects and initiatives across various departments and programs serving individuals with IDD, ensuring successful outcomes and adherence to project timelines.
  • Develop and maintain data collection, analysis, and reporting frameworks: Gather, analyze, and interpret data to identify areas for improvement, track progress, and monitor key performance indicators (KPIs) related to the quality of services for individuals with IDD.
  • Ensure regulatory compliance: Maintain adherence to all relevant state and federal regulations, accreditation standards, and best practices pertaining to services for individuals with IDD.
  • Training and development: Develop and deliver training programs for staff on QI methodologies, tools, and best practices and specific to the IDD population.
  • Collaboration and partnership: Work collaboratively with direct support professionals, clinicians, program managers, families, external stakeholders, and regulatory bodies to promote a culture of continuous quality improvement and compliance.
  • Manage Quality Improvement and Compliance staff: Supervise, mentor, and evaluate the performance of quality improvement personnel, including compliance staff.
  • Stay current on best practices: Keep abreast of the latest trends, research, and best practices in quality improvement and services for individuals with IDD.
  • Report to senior leadership and committees: Prepare and present reports on quality improvement activities to senior leadership, quality committees, and other relevant stakeholders.


Qualifications & Essential Skills

  • Bachelor’s degree in a relevant field such as healthcare administration, public health, social work, disability studies, nursing, or a related field; Master’s degree preferred.
  • Minimum of 6 years of professional experience in quality improvement, with at least 2 years in a leadership or managerial role.
  • Direct experience working in settings providing services to individuals with IDD is essential.
  • Proven experience in program design, implementation, and evaluation.
  • Familiarity with quality improvement methodologies such as Lean Six Sigma, PDSA cycles, etc.
  • Excellent leadership, communication (verbal and written), and interpersonal skills.
  • Strong analytical, problem-solving, and critical thinking abilities.
  • Demonstrated ability to inspire and motivate teams.
  • Proficiency in data analysis and reporting tools and frameworks.
  • Knowledge of relevant regulatory requirements and accreditation standards [e.g., Commission on Accreditation of Rehabilitation Facilities (CARF), Council on Quality and Leadership (CQL), Council on Accreditation on Children and Family Services (COA)] specific to IDD services.
  • Ability to work effectively in a fast-paced and evolving environment.


Compensation 

The salary range for this position is $130,000 to $170,000, commensurate with the selected candidate’s professional experience and qualifications.
